Need for new funding models and policy continuity: board members outcomes of the meeting between Director General for Energy, Philip Lowe and board members of Climate Alliance |

On 14th of September, the board members of Climate Alliance met Philip Lowe, the Director General for Energy at the European Commission, in order to highlight Climate Alliance’s views on key EU energy policy initiatives and present our long term commitments to climate protection. The New Multiannual Financial Framework 2014-2020 (MFF) and the funding needs of local authorities was a key discussion point. The Climate Alliance board members emphasised the value of the Intelligent Energy Europe Programme – and its role in supporting capacity building and other non-technical actions towards a sustainable energy future. Different funding models were discussed as well as the need to make an inventory of existing successful models used by local and regional authorities. Funding renovation of both private and public buildings is one priority area, also due to the 3 % yearly target for renovation of public buildings set by the new Energy Efficiency Directive proposal. The board members also made a concrete proposal on using the Sustainable Energy Action Plan (as required within the Covenant of Mayors initiative) as a passport when applying for EU funding. The role of Covenant of Mayors as an unprecedented movement was emphasised. A long term approach towards local energy and climate policy is vital. Implementing our ambitious targets as set out both by the Climate Alliance and the Covenant of Mayors, is work that needs to be stimulated and motivated continuously. New initiatives such as the Smart Cities and Communities Initiative should further support this long term approach.
