The European Commission presented the new EU strategy for competitive, sustainable and secure energy on 10 November 2010. The Energy strategy defines Europe’s energy priorities for the next ten years and addresses the need for a trillion EUR energy infrastructure investments. The priorities are as follows: 1. Achieving an energy efficient Europe 2. Building a truly pan-European integrated energy market with infrastructures 3. Safe, secure and affordable energy through active consumers 4. Extending Europe's leadership in energy technology and innovation 5. Strengthening the external dimension of the European energy markets On the basis of these priorities and the action presented, the Commission will come forward with concrete legislative initiatives and proposals within the next 18 months. This communication also sets the agenda for the discussion by Heads of States and Governments at the very first EU Summit on Energy on 4 February 2011. During the autumn Climate Alliance answered to the consultation, which was set to prepare the EU strategy. We are very pleased to see that the strategy document recognises the role of cities and highlights the need to support initiatives such as the Covenant of Mayors. The Commission will also be launching the ‘Smart Cities’ innovation partnership early 2011. It should bring together the best initiatives from the areas of renewable energies, energy efficiency, smart electricity grids, clean urban transport such as electro mobility, smart heating and cooling grids, combined with highly innovative intelligence and ICT tools.
